New RRP Rule in the works

EPA has proposed minor revisions to the RRP Standard

According to the EPA:

The EPA is proposing revisions to the Lead-based Paint Program. The minor revisions will improve the day-to-day function of the Renovation, Repair, and Painting (RRP) and Lead-based Paint Activities (abatement) programs by reducing burden and costs to industry and clarifying language for training providers.

Cost savings to industry are estimated to be between $9.6 million to $9.8 million per year. In addition to these revisions, the Agency is requesting comment on extending the renovator recertification deadline until this rule can be finalized.

EPA Extends Certification Expiration Dates

You may have more time to recertify

EPA is extending the certifications of certain individual renovators under the Lead Renovation, Repair, and Painting (RRP) rule. The extensions only apply to individual renovators who must get recertification training within the timeframes explained in the rule. The extensions do not apply to firm certifications.

Lead RRP Rule enforcement delay announced

The Environmental Protection Agency has announced that they will delay enforcing contractor and renovator certification.

In a June 18, 2010 memorandum to EPA regional offices, Cynthia Giles, the EPA's assistant administrator for enforcement, said the agency will not take enforcement action against renovation and repair firms for violationing the rule's certification requirement until October 1, 2010. For individual renovation workers, the agency will not take enforcement action as long as those workers have applied for, or enrolled in, training classes by Sept. 30.

However, EPA will continue to enforce the work practice standards required by the RRP standard.

April 22, 2010 has come and gone so the new RRP rule is now fully in effect. Contractors disturbing more than 6 sq ft of paint per room or 20 sq ft of paint per side outside must now be in compliance.

The Opt-out Rule Settlement Implementation

The revision to the Opt-out provision has taken effect which means that Opt-outs are NO LONGER BE ALLOWED on lead RRP projects.

EPA Update on RRP implementation

As of April 22, 2010, EPA has accredited 204 training providers who have conducted more than 6,900 courses, training an estimated 160,000 people in the construction and remodeling industries to use lead-safe work practices.
